INSPECTIONS AND COMPLAINTS MANAGER (HEAD OFFICE – MIDRAND)
Job Purpose:
The position of an Inspection & Complaints Manager is required for the National Bargaining Council for the Private Security Sector in terms of its establishment Section 29(15)(a) of the Labour Relations Act as amended.
To develop, implement and monitor the functions relating to administration, compliance, and enforcement of the main collective agreement provisions.
To provide strategic direction and support to enforcement staff to deliver on the Council’s mandate, manage stakeholder relations and improve service delivery.
To manage the Council’s Complaints process and merge the relationship between the Council, the Service Provider and Stakeholders.
Minimum Qualifications and Experience:
• LLB degree or equivalent qualification
• 5 – 8 years’ experience in collective bargaining and/or labour law environment
• 2 – 3 years Management level experience
• Project Management experience an added advantage
Duties & Responsibilities
• Participate in the development of the Council’s strategy, objectives, and compliance function of the Council.
• Develop and review SOP’s and provide system input that enables the Council and its operations to implement the Collective Agreements effectively.
• Develop strategies and provide guidance on agreement administration, inspections, complaint cases, and all related activities.
• Develop strategies on new registrations of companies within the industry as well as servicing them.
• Develop strategies on stakeholder engagement and service delivery to capacitate agents.
• Provide strategic direction and support to staff and stakeholders on related labour legislation.
• Provide training based on the outcomes and findings from inspections.
• Creating and managing an effective and efficient complaints process for the Council.
• Devising and implementing Standard Operating Procedures for the complaints process.
• Ensuring the complaints process Standard Operating Procedures are adhered to and complied with.
• Ensuring compliance with Department of Employment and Labour Audits.
• Ensure objective monitoring of all agents and provide inputs on how to improve the performance agents.
• Ensuring that all inspection targets are met and monitored.
• Ensuring that all complaints received are attended to and finalised within set time frames.
• Ensuring that the correct enforcement procedure is adhered to on all matters.
• Manage the completion of the enforcement process from the inspection stage to the issuing of the compliance order stage.
• Keeping track of exemptions granted.
• Ensure timeous, accurate and comprehensive reporting on statistics.
• Ensure that all activities are managed within an approved budget.
